Minutes of the Ropsley & District Parish Council Meeting held at Ropsley Hall on Monday 10 January 2022
Public Session
There was one member of the public in attendance to enquire about effluent pumping on land between Humby and Ropsley. The Chairman agreed to forward correspondence that had been received from SKDC and the Environment Agency which indicated that the pumping was within the terms of the licences granted.
The Chairman opened the meeting at 7.08pm
1. WELCOME REMARKS BY THE CHAIRMAN (21/61)
The Chairman welcomed Members to the meeting and thanked them for their attendance. Those in attendance in person; the Chairman and Councillors Porter and Gosbee. The Clerk, Mrs Gascoigne was in attendance remotely via video call. The Chairman explained that due to the prevalence of Covid in the community at present, the Council had taken the decision to limit attendance at the meeting to the minimum number of Councillors required to be quorate, and to shorten the agenda to those matters urgently requiring determination such as the precept.
2. APOLOGIES FOR ABSENCE AND ACCEPTANCE OF REASONS GIVEN (21/62)
Apologies were received from the Vice-Chair Councillor Marshall, Councillors Leslie, Reeves, Rowbotham and Sentance, District Councillor Trotter and County Councillor Hill, the reasons for which were accepted.
3. DECLARATIONS OF PECUNIARY INTEREST AND REQUESTS FOR DISPENSATIONS (21/63)
No declarations of pecuniary interest or requests for dispensation were made.
4. FINANCE (21/64)
4.1 Precept 2022/23
Following discussion of the detailed budget proposals circulated by the Clerk in advance of the meeting, The Chair proposed that a precept of £13,000 be requested, which equated to an increase of 2% (or £0.77) increase on a Band D property.
Resolved: To approve a precept request of £13,000 for 2022/23.
Action: The Clerk to forward the request to SKDC.
5. PLANNING (21/65)
5.1 Planning Appeal 25 & 27 High Street, Ropsley (S21/0201)
The Chair reported that the Parish Council had become aware that the above application had been appealed by the applicants and that the Council’s original representations on the application would be sent to the Planning Inspectorate. Councillors discussed whether any additional information should noted and agreed that the fact that the Neighbourhood Plan had now been made, which it had not at the time of the original application in February 2021 should be brought to the attention of the Inspectorate.
Councillor Gosbee also noted the effect that paving the site would have on drainage at the cemetery, which was currently waterlogged, and raised concerns regarding who would take responsibility for trees bordering the site.
Action: The Clerk to circulate the Council’s previous representations to Councillors, and to seek agreement of additional comments regarding the Neighbourhood Plan having been made and cemetery drainage.
6. DATE OF NEXT MEETING (21/66)
6.1 The Chair noted that the next meeting had been brought forward to Monday 7 March at 7pm at Ropsley Hall.
