Minutes of the Annual Parish Council Meeting of Ropsley & District Parish Council held at Ropsley Hall on Wednesday 29th July 2026.

 

Public Forum

There were no members of the public in attendance.  Members resolved to suspend the Standing Orders to allow the meeting to commence at 7.15pm.

The Chair opened the meeting at 7.15pm

 

  1. WELCOME REMARKS BY THE CHAIRMAN (26/19)

The Chairman welcomed returning Members to the meeting and thanked them for their attendance.

 

  1. APOLOGIES:  TO RECEIVE APOLOGIES FOR ABSENCE AND TO RESOLVE TO ACCEPT REASONS GIVEN (26/20)

Apology for absence were received from Councillors Campbell and Louth: the reasons for which was accepted.

Councillor Trotter also sent her apologies.

 

  1. DECLARATIONS OF PECUNIARY INTEREST AND REQUESTS FOR DISPENSATION (26/21)

No declarations of pecuniary interest or requests for dispensation were made.

 

4.            APPROVAL OF MINUTES (26/22)

4.1         It was noted that in the previous minutes stated that Councillor Vaughan was being re-elected as Vice-Chairman, but he was actually being elected for the first time. The minutes were amended. Councillor Vaughan proposed that the amended Clerk’s notes of the Parish Council meeting held on 1st June be approved as a true record, which was seconded by Councillor Hughes.

Resolved: The minutes of the meeting held on 1st June 2026 were approved and duly signed by the Chairman.

 

 

5.            DISTRICT AND COUNTY COUNCILLORS’ REPORTS (26/23)

In her absence, Councillor Trotter emailed a copy of a statement that SKDC had sent out, informing householders that the Council Tax payment for August had been taken early at the end of July and anyone who has been charged by their bank should contact SKDC.

Councillor Trotter stated that she had received no further details of the timescale for yellow lines work.

The Clerk will contain Councillor Hill for an update. The concerns with the Councillors was whether the restrictions would be enforced once they are in place.

 

 

6.            CLERK’S REPORT (26/24)

6.1         Councillors noted the contents of the Clerk’s Report with regards to actions from previous minutes.

7.3         Councillor Ward proposed that the June bank reconciliation be approved, which was seconded by       Councillor Vaughan.

Resolved:  To approve the June bank reconciliation.

7.4         Members noted the budget monitoring statement showing expenditure and income against the 2026/27 budget to date. 

7.5         Following a request, it was agreed a grant of £100 be paid to Sapperton Parish to maintain their green. Approved by Councillor Ward and seconded by Councillor Leslie.

              

 

8.            PLANNING (26/26)

8.1         To consider the following planning applications received since the last meeting:

8.1.1      S26/0794 Window replacements etc – Corner House Farm, Little Humby NG33

 

8.2         There were no planning decisions made during the period

 

 

9.            HIGHWAYS (26/27)

9.1         The new parking regulations for the area around the memorial had been agreed by the Highways Agency.

Councillor Trotter understands that they are having difficulty in implementing the painting of the lines due to the number of vehicles parked. The Clerk is to contact Councillor Hill to see what the current progress is.

Action: Clerk to contact Councillor Hill re the progress of the yellow lines implementation

9.2         Councillor Leslie asked about progress of the green triangle removal at the end of Braceby Road.

The Clerk to contact Highways Agency to enquire into progress

9.3         The Clerk informed the meeting that the speed cameras were coming back into stock and he would chase the supplier.

               Action: Clerk to chase the speed camera supplier

9.4         Councillor Leslie noted that the Peck Hill sign is overgrown and difficult to read. The Clerk is to post on fix-my-streets.

 

10.         CEMETERY (26/28)

10.1       A couple of the graves in the cemetery have sunk slightly due to the dry weather and the Clerk is to look into this.

10.2       The Clerk had contacted Wave re the possible water leak in the cemetery, and they are to send a team to locate the leak.

Action: Clerk to update the Councillors once the report is received

 

 

11.         COMMUNITY UPDATES (26/29)

11.1       The Chairman discussed the draft Community Emergency Plan with the Councillors and made amendments where appropriate.

               The Clerk will now enter the details into the designated format and report back to the Councillors.

               Action: The Clerk to complete the Community Emergency Plan 

11.2       Councillor Vaughan is to produce the Autumn Newsletter which will be distributed shortly.

He also showed the Councillors his ideas for revamping our current website to make it more user friendly and informative for the public. Hopefully this would become their first point of call for all information in the Parish.

Action: Changes to the website to be carried forward to the next meeting

11.3       The box in the ground to house the batteries for the Christmas Tree will be organised by Councillor Vaughan.

               Action: Councillor Vaughan to organise the battery box construction

11.4       In the absence of Councillor Campbell, the 2026/27 Calendars will be discussed at the next meeting.

               Action: 2026/27 calendars to be discussed at the next meeting

11.5       Councillor Vaughan has an IBC for watering the Orchard. Councillor Ward and Vaughan to move it into place and fill with water

               Action: Councillors Ward and Vaughan to arrange the placement of the IBC.

11.6       The Summer Event was discussed in detail, and the date has been set for 26th June 2027. The Village Hall is booked, and Councillor Henderson will send a “Date for your Diary” on our Facebook page.

               The event would be small to start with based on a normal Village Fete, but there are already plenty of ideas. It would just be for the afternoon, but evening entertainment could be added on via a third party.

               Councillor Henderson is to organise a working committee (not just Councillors) and report back at the next meeting.

11.7       The Clerk has been informed that some of the notice boards are in need of repair. The Clerk already has the one from Humby, which he is repairing, and Councillor Vaughan is to look at the one on Hall Field.

12.         PARISH COUNCIL VACANCY (26/30)

12.1       The Chairman informed the meeting that to obtain the optimum number, we had vacancies for two additional Councillors and asked everyone to spread the word to see if we could find additional people.

              

 

13.         CORRESPONDENCE (26/31)

13.1       Members noted all general correspondence circulated for information since the May meeting.

 

 

14.         DATE OF NEXT MEETING (26/32)

14.1       The date for the next meeting was set for Monday 21st September 2026 at 7pm at Ropsley Hall.
